What happened
Försäkringskassan, the Swedish Social Insurance Agency, opens control investigations when it suspects that benefits are paid on false grounds. Many start from tips by the public or other agencies. Others start from the agency's own risk-based selections, which analyze patterns in its registers to find cases with a high risk of wrong payments. A unit of its control function builds selection profiles, with a legal check against discrimination and data protection law. In a report published on 17 December 2025, the Social Insurance Inspectorate (ISF) found that about 74% of investigations started from risk-based selections in 2024 led to action. Action means that the agency stopped, cut or reclaimed a benefit or rejected a claim. The share was 40% for investigations started by tips from the public. The agency started 4,152 investigations from such selections that year. ISF did not examine the factors that the selections use. Its report does not say whether they rely on machine learning. An earlier ISF review measured one profile, for temporary parental benefit in 2017. This finding covers all risk-based selections in 2024.

The selections analyzed patterns in the agency's registers and data systems to find cases with a high risk of wrong payments. Under the agency's rules, an impulse from a risk-based selection in principle always leads to a control investigation, without the investigator's own assessment.

The legal department must clear the data for each profile against discrimination and data protection law. Investigators must have time for risk-based cases. Interviewees said that the many external tips crowd these cases out.
