What happened
MeadWestvaco ran Pavilion Technologies' Software CEM on a 25 MW combustion turbine and a boiler at its Mahrt Mill in Cottonton, Alabama. The neural network estimates nitrogen oxide (NOx) emissions from the units' sensor readings. MeadWestvaco asked EPA to approve it as an alternative to continuous emission monitoring systems under 40 CFR Part 75. For the turbine, it supplied 889 operating hours of data paired with certified reference measurements. EPA found that the model's NOx output passed the correlation test, the F-test and the bias test. The oxygen output failed the correlation test, which EPA judged acceptable. The boiler model failed the bias test and must apply a bias adjustment factor. EPA granted final approval on 5 April 2006 and required monthly accuracy audits in the ozone season. The approval covers the turbine only when it burns natural gas without duct burners. EPA estimated that two such systems would cost less than half the cost of two continuous emission monitoring systems.
