What happened
InnoCaption already captioned phone calls for people with hearing loss through communications assistants. In 2020 it asked the FCC to let users choose fully automatic captions from Google Cloud Speech-to-Text and its own software. Users can switch modes during a call. The automatic mode ran in a beta trial from March 2019 and logged more than 123,000 minutes by March 2020. The FCC's National Test Lab, run by MITRE, tested it in July 2020. Its average error rates ranged from 4.2% to 12.0%, against 8.0% to 19.7% for assisted providers. Its captions arrived in 1.1 to 1.6 seconds, against 5.4 to 8.0 seconds. In the first beta phase, users gave four or five stars to 74% of rated automatic calls and 86% of assisted calls. In the second phase, the share for more than 11,000 automatic calls rose to 84%. The FCC granted conditional certification on 11 December 2020. It acknowledged that the ratings were not claimed to come from a statistically valid study. It still judged them reliable evidence that many users perceive the automatic mode as high quality.
