What happened
The Direction générale des Finances publiques (DGFiP) developed LLaMandement to help French ministries handle amendments that members of Parliament table. In a January 2024 paper, its developers describe a large language model that the government fine-tuned to write neutral summaries of legislative proposals. The Cour des comptes reviewed the economy and finance ministry's use of artificial intelligence from 2018 to 2023. In observations published on 22 October 2024, the Cour found that the system frees staff from sorting and summarizing amendments. It found that staff put the time saved into better and faster answers. The tool let teams absorb the 85,345 amendments tabled between June 2022 and January 2024 without extra staff. The Cour gives no measure of time saved or of summary quality. The only amendment tool in its annex is listed as envisaged or under feasibility study, which does not match the main text.

LLaMendements permet donc aux équipes d’absorber la charge de travail (85 345 amendements déposés entre juin 2022 et janvier 2024) sans recourir à des moyens humains supplémentaires.
