What happened
The Anhui Aged Care System Demonstration Project, financed by a World Bank loan, closed on 31 October 2025. Its first component supported the Anhui Provincial Department of Civil Affairs in building a unified provincial aged care information platform. The World Bank's Independent Evaluation Group reviewed the completion report on 24 June 2026 and rated efficiency substantial. The evaluators report that the completion report documented administrative and system-level efficiency gains from the platform that were left unquantified at appraisal. By closing, the platform had connected 133 nursing facility monitoring points with 17 categories of artificial intelligence-based safety algorithms. These gains were not included in the benefit-cost ratio or the economic rate of return. The evaluators judged the completion report's evidence base strong, drawn from the platform's administrative records. The Bank's own completion report of 23 March 2026 says that the algorithms provide real-time alerts for events such as falls, unoccupied beds and other safety risks. It relays the provincial government's statement that the tools have measurably reduced accidents in connected facilities, while noting that no precise quantification is available. Neither document names the algorithms' supplier or gives an accident figure.

generated over 1.26 million home care service orders in Anqing and Lu'An, and connected 133 nursing facility monitoring points with 17 categories of artificial intelligence-based safety algorithms. These gains complemented the quantified benefit channels but were not included in the BCR or EIRR.
Details
AI system
- Workflow
-
The provincial platform connected video monitoring points in nursing facilities and ran 17 categories of safety algorithms on them. The algorithms sent real-time alerts for falls, unoccupied beds and other safety risks to facility oversight.
Follow-up
- Conditions for replication
-
Facilities must keep the monitoring points connected to the provincial platform. Staff must respond to the alerts in time for them to prevent harm.
Entry details
- Sector
-
Adult social care.
- Purpose
-
An unnamed vendor built the safety algorithms for Anhui's provincial aged care information platform to monitor nursing facilities and alert staff to falls, unoccupied beds and other safety risks.
