What happened
The Bihar Rural Roads Project, financed by a World Bank credit, closed on 31 December 2023. At a 2022 restructuring, the Government of Bihar dropped the planned asset management system. It added a target to pilot an artificial intelligence based system to monitor at least 100 km of project roads. The World Bank's Independent Evaluation Group reviewed the completion report on 13 November 2024. The evaluators found that the pilot indicator was achieved. They write that the tool enables the Rural Works Department to capture and digitally record road conditions and take measures to rectify defects. They also found that the tool falls short of a full asset management system, since it only captures road condition data and ignores traffic, crash data, connectivity and road structures. The state funded the tool, so the evaluators do not attribute it to the project. The Bank's own completion report of 22 June 2024 says that the pilot inspected 1000 km of roads in Vaishali district. It adds that the department plans to expand the system to the entire network. Neither document names the tool or describes its artificial intelligence.

The state funded the development of an AI tool to prioritize routine maintenance in the state's road sector. The tool enables RWD to capture and digitally record (geo-tag) road conditions and take measures to rectify defects through contractors, using a digitalized process that links the relevant parties in one platform. The pilot inspected 1000 km of roads in Vaishali district and the RWD is planning to expand this system to the entire network.
Details
AI system
- Workflow
-
The state funded an AI tool to prioritize routine maintenance and piloted it on project roads in one district. The tool geo-tags road conditions and links the department and contractors on one platform to rectify defects.
Follow-up
- Conditions for replication
-
Field inspections must feed road condition data into the tool. Contractors must be contracted and paid to carry out the repairs that the tool flags.
Entry details
- Sector
-
Transport infrastructure / rural road maintenance.
- Purpose
-
An unnamed developer built the tool, funded by the Government of Bihar, to prioritize routine maintenance in the state's road sector by recording road conditions and triggering the repair of defects.
