What happened
UNICEF's Evaluation Office published a case study on innovation in Latin America and the Caribbean in December 2025, carried out between March and October 2025. It reviewed Accessible Digital Textbooks in Paraguay, interactive digital versions of textbooks for children with disabilities and other learning needs. The evaluators write that UNICEF's global partnership with OpenAI has been transformative for reducing the time and cost to create these textbooks. They report that it took up to a year to create them before AI and that it now takes about a month. Staff estimated that the books cost $30,000 to create before AI and that the cost has fallen to $1 per page. The case study cites no data for these figures, and the evaluators did not check them. They report that no data on cost-effectiveness was provided. The cost rests on API credits that OpenAI gave UNICEF to use ChatGPT. At the time of reporting, UNICEF was testing the process in Uruguay and had not deployed it in Paraguay. The evaluators warn of risks such as the loss of copyrights.
