Skylight helps Argentina fine a fishing vessel without capturing it

Argentina collected a fine of 1,260 million pesos for illegal fishing by a foreign vessel that it never captured. Its fisheries secretariat says that Skylight analysis validated the detection.

  • 2 for an organization

The authorities collected a fine of 1,260 million pesos with operating costs without capturing the vessel, which the secretariat calls a historic precedent.

  • Not rated society

The release concerns one vessel and reports no effect on fish stocks or on illegal fishing at large.

Depth runs from 1, a convenience or time saved, to 5, a life or a livelihood preserved.

Compared with

Earlier sanctions, which needed the physical capture of the vessel. Assumed without a measurement.

The system’s part
Not isolated. The release says that the Prefectura's own Sistema Guardacostas detected the vessel and that analysis on the Skylight platform validated these data. It does not say what the analysis showed or which Skylight tools were used. Skylight's help pages say that its fishing events come from a machine-learning model, but the release does not show that this model took part. The speed trigger of under 4 knots is a rule.

Details

AI system

Workflow

The Prefectura's Sistema Guardacostas detected the vessel in the exclusive economic zone for about an hour and a half at under 4 knots. Analysis on the Skylight platform validated the detection data. The Prefectura and the Subsecretaría de Recursos Acuáticos y Pesca coordinated the identification and the sanction.

Money

Kind of value

Fine collected for fishing inside Argentina's exclusive economic zone, besides the operating costs of the detection

Amount

$1.260 millones

Recipients and payers

Paid to the Argentine state for the Bao Feng

Follow-up

Conditions for replication

A speed under 4 knots inside the zone must be accepted as a sign of fishing. The authorities must be able to impose and collect a fine without capturing the vessel.

Entry details

Sector

Fisheries enforcement / illegal, unreported and unregulated fishing.

Purpose

The Allen Institute for AI built Skylight to detect suspicious vessel behavior and fishing at sea for agencies that enforce maritime law.
