What happened
Chile's financial intelligence unit, the Unidad de Análisis Financiero (UAF), built SIMONE in its strategic intelligence area. SIMONE searches continuously for money laundering and terrorist financing patterns and sends automatic alerts to operational analysts. It can analyze more than 60 million records and transactions. The report states that machine learning, linked to artificial intelligence, is central to these processes. GAFILAT assessors visited Chile from 6 to 17 January 2020. In their mutual evaluation report of September 2021, they found that SIMONE and the UAF's other systems allow timely, good-quality operational and strategic analysis. They also found that SIMONE cross-checks the UAF's databases against UN Security Council lists every 5 minutes, which lets the UAF identify matches effectively. Prosecutors valued the UAF's financial intelligence, and the assessors rated Chile's use of it substantially effective. No assets had been frozen under those UN lists by the time of the report. The assessors credit SIMONE together with other systems and give no measured effect. The report does not say how the assessors checked SIMONE's methods.
