Automated operation device lets a Kashiwa bus run with no driver

On 29 August 2025 a Japanese transport bureau confirmed that a Kashiwa bus's automated operation device met the safety standards. It approved the bus as a Level 4 vehicle with no driver.

  • Not rated society

The bureau approved the bus for service with no driver, and no outcome for riders or other road users is reported.

Depth runs from 1, a convenience or time saved, to 5, a life or a livelihood preserved.

An independent regulatory document supports the benefit.

The system’s part
Not isolated. The bureau confirmed that the device met the safety standards and gives no comparison with a human driver. The release describes sensors that locate the bus and the detection of vehicles and pedestrians. It does not say whether the device uses machine learning, and neither source shows that it learns from data.
Later
Persisted, 13 January 2026. Impress Watch reported that a consortium that includes the University of Tokyo and Tobu Bus Central had begun Level 4 service on part of a university shuttle route. A crew member rides in the driver's seat.

Details

AI system

Workflow

The bus finds its own position with sensors and follows a set route of about 700 m. It detects surrounding vehicles and pedestrians while it drives. The bureau confirmed that the automated operation device met the safety standards and set its driving environment conditions.

Follow-up

Conditions for replication

The bus drives itself only on the approved route and under the specific conditions of the approval, at up to 40 km/h. Level 4 service also needed further permits, and Impress Watch reports that all were in hand by 9 December 2025.

Entry details

Sector

Road vehicle automated driving.

Purpose

Advanced Smart Mobility built the automated operation device to drive the bus on a set route with no driver under specific conditions.
