What happened
URSSAF collects social security contributions in France and audits employers' accounts to check what they owe. From 2015 its national agency, the Acoss, tried data mining to choose these audits, first for small and medium firms and from 2016 for very small ones. Each year it sent the URSSAF offices lists of firms with high risk scores. In a report to the Prime Minister of November 2019, the Cour des comptes found that audits drawn from these lists had markedly higher results than other audits. For very small firms in 2018, they reassessed 12.6% of the contributions audited, twice the 6.1% across all such audits. For small and medium firms the rates were 5.8% and 2.65%. Data mining picked 11.3% of the audits of very small firms and 15.9% of those of small and medium firms. The Acoss supplied the table. Across all accounting audits from 2014 to 2018, the Cour saw no sign of better targeting. This finding concerns routine audits in 2018, a separate application from the agency's later data mining for undeclared work.
