What happened
Rotterdam checks paid parking with scan cars. Cameras and image-recognition software from Arvoo read the license plates of parked cars. A municipal application called ISA then runs a simple decision tree against parking-rights databases. A remote enforcement officer reviews every car without a right before the city issues a charge. The Rekenkamer Rotterdam, the city's audit office, studied the application as one of four algorithms in a follow-up report published on 13 May 2024. It drew on the city's documents and impact assessments and on interviews. The audit office found that the payment rate had gone from around 50% to 90% in 2022 since the scan cars came into use. The city aims for 90%. The audit office also found that the city tests the plate reader by its confidence scores, which stand at just over 99%. It credits the rise to the scan cars and does not separate the plate reader from the decision tree or from the officers' checks. It gives no start year and does not say whether the plate reader is machine-learned.

Aan de hand van de betalingsgraad kan de gemeente de effectiviteit goed meten. Sinds de invoering van de scanauto's is een grote stijging van de betaalgraad te constateren (van rond de 50% naar 90% in 2022).

- Workflow
-
Scan cars photographed parked cars and sent each plate, its location and the photos to the city's ISA application. ISA checked each plate against the city's permit database and the national parking register. A remote officer reviewed every car without a parking right.
Follow-up
- Conditions for replication
-
The plate reader must read plates reliably, which the city tracks by confidence scores and by a dashboard of charges that were wrong because of misread plates. A person must decide every charge, after a 16-hour wait and a recheck for delays in the parking register.
