What happened
Uttarakhand abolished its border check posts in December 2021. It then installed Automatic Number Plate Recognition (ANPR) cameras at entry points to detect riding without helmets, triple riding, wrong-lane driving and over-speeding. The cameras photograph violating vehicles and send the data to the Transport Commissioner's control room. Operators check it there before enforcement officers issue challans. India's Comptroller and Auditor General examined the state's regional transport offices in Report No. 8 of 2025. From the state's e-challan data, the auditors found that challans rose sharply in 2023-24, mainly because of the cameras introduced in May 2023. The cameras produced 90,516 challans by March 2024. In September 2024 they checked 32,19,518 vehicles and detected 4,19,052 violations. Only 16,052, or 3.8%, were forwarded for enforcement, and 15,425 challans were issued. The auditors concluded that this low rate defeats the cameras' purpose. The state government replied that it lacks the staff to handle the volume. The report does not describe the detection software or call it artificial intelligence.

Analysis of e-Challan data provided by the Transport Commissioner, Uttarakhand, revealed a significant increase in the number of challans during 2023-24 compared to previous years, primarily due to the introduction of the Automatic Number Plate Recognition (ANPR) camera system in May 2023.
However, only 16,052 (3.8 per cent) cases were forwarded for enforcement action and 15,425 challans were issued.

Cameras at border entry points photographed vehicles and flagged five types of violation automatically. Operators in the Transport Commissioner's control room checked each flagged case before forwarding it to enforcement officers.

-
Enough operators and officers must be available to check and act on the detections. The camera software must be linked with the Vahan 4.0 vehicle database to detect permit, insurance and tax violations.

A developer that the auditors do not name built the ANPR camera system and its ITMS software to detect helmet, triple-riding, lane and speed violations automatically. Uttarakhand's Transport Department installed it at border entry points after closing its check posts.
