What happened
Statens pensjonskasse, the Norwegian Public Service Pension Fund, built and began using an AI system for survivor pensions in 2021. The model predicts the pension amount in each case. It was trained on wage and position data, data from the welfare agency NAV, income data and personal details. Caseworkers compare the prediction with the amount that they set, to check their own calculations. The rules for survivor pensions are complex, so two caseworkers handled every case before the system. Riksrevisjonen, the Office of the Auditor General, studied the system as one of four AI cases in a report dated 2 September 2024. It reports that the system has let the fund replace one caseworker, while a human caseworker still decides each case. It also reports that the fund's machine-learning models predict payments much better than its earlier models. The fund cites higher quality in its payment portfolio and better use of resources. The auditor notes that the system has not been systematically evaluated. The auditor gives no measure of accuracy or of errors prevented.

KI-systemet har bidratt til at en saksbehandler kunne erstattes, men det er fortsatt alltid en menneskelig saksbehandler som tar beslutningen i hver sak.
