What happened
In 2023 Brazil's Federal Court of Accounts (TCU) ordered the Ministry of Sport to plan the use of the federal tool for automated review of accountability reports on grants. Under joint rules of 2023, that review compares each grant's risk score with a tolerance for its value band. The Controladoria-Geral da União (CGU) builds the score, from 0 to 1, with supervised machine-learning algorithms. The score tracks the probability that the accounts would fail a detailed review. The ministry set its tolerances in Portarias 20/2024 and 50/2024. In a monitoring ruling of 29 October 2025, the TCU checked the ministry's technical notes. It found that they show 149 TransfereGov grants and 20 older agreements closed by the computerized procedure. Grants qualified only with a favorable technical opinion and no complaint, termination or cancellation. One batch of 16 May 2024 processed 107 grants, and another processed only 15. The TCU found that its order had been met. It reported no time saved and no test of the score's accuracy.

AI system
- Workflow
-
Each grant received a risk score from 0 to 1 from the CGU's supervised model. The ministry closed grants whose score fell within the tolerance for their value band. Only grants with a favorable technical opinion and no complaint, termination or cancellation qualified.
Follow-up
- Conditions for replication
-
A ministry ordinance must set the risk tolerances for each value band. Grants must be registered on a platform that the computerized review can read, such as TransfereGov.

Public administration: grant accountability review.
- Purpose
-
The Controladoria-Geral da União built the supervised predictive model to score how likely a grant's accounts are to fail a detailed review. Accounts with low risk can then be closed by computerized analysis.
