What happened
In 2017 the Korea Expressway Corporation's Road Traffic Research Institute began developing its own system to detect potholes. Cameras on vehicles film the road, and the system flags damaged spots automatically. The corporation rolled it out to 56 branch offices in 2020. South Korea's Board of Audit and Inspection examined it in a performance audit of public-sector AI, published on 5 January 2026. The auditors found that the detection criteria did not reflect the corporation's repair standard, which covers damage at least 30 cm wide. In March 2024 the system at seven branches flagged 517 potholes, and only 76, or 14.7%, needed repair. The corporation then sorted detections into urgent, hazard and candidate groups by the width of the damage and the confidence of the measurement. The board reports that accuracy rose to 79.6% on average and 95.5% for urgent repairs. It also reports that crews now use the system in full for expressway repairs. The figures are corporation data that the board re-tabulated. The board does not say when the later accuracy was measured or how the system was trained.

The detection criteria must match the repair standard of the crews who act on the results. Developers must learn the repair standard from the department that carries out repairs.
