What happened
UNICEF's Regional Office for South Asia designed I-HEAR-U in 2022 and 2023 with Research for Purpose, a technical vendor based in Germany. The platform combines automated and manual analysis of online sources to track public concerns and misinformation. A second version added AI-powered analysis. UNICEF's Evaluation Office studied the platform in a case study dated December 2025, part of its Evaluation of Innovation in UNICEF. The team reviewed documents and interviewed UNICEF staff and partner organizations between March and October 2025. The evaluators report that I-HEAR-U informed planning, monitoring and adaptation across several sectors. In Nepal it informed UNICEF's response to the 2024 floods and contributed to changes in the design of the HPV vaccine rollout. The evaluators write that the automated and AI-powered analysis allowed real-time processing and reduced the staff workload for generating reports. They found that none of the initiatives collected outcome data. They also note that people offline were underrepresented in the data. The platform was in use in at least 5 country offices in South Asia and 11 across UNICEF.

Follow-up
- Conditions for replication
-
Staff must upload data from focus groups with people who lack internet access, to limit bias. Content from people under 18 must be discarded, and personal data must be protected. Country offices must share costs to keep the platform running after 2026.
