What happened
UNDP developed eMonitor in 2018 and upgraded it to eMonitor+ in 2022. The evaluators note that the upgrade brought greater artificial intelligence capacities. In April 2026, UNDP's Independent Evaluation Office published an evaluation of UNDP electoral support from 2015 to 2025. The team drew on seven case studies with country visits, 12 desk studies, almost 500 interviews and surveys. The office found that eMonitor+ helped map and monitor misinformation, hate speech and violence against women and other groups. In Chile, Ecuador, Honduras and Peru, such tools strengthened the electoral bodies' monitoring of disinformation and hate speech during elections. Their analysis informed public campaigns and national debates in several countries. The finding groups eMonitor+ with UNDP's iVerify fact-checking service. The office also found that follow-up actions after monitoring remained limited and that such tools proved difficult to sustain or scale. In November 2023 the same office reported that eMonitor+ captured more than 37,000 posts in Peru between the first and second rounds of regional and municipal elections. It also identified more than 1,000 hate speeches by political actors or linked accounts.

AI system
- Workflow
-
UNDP upgraded eMonitor to eMonitor+ in 2022 with greater artificial intelligence capacities. Electoral bodies and civil society used the tool to map and monitor misinformation, hate speech and violence against women during elections. UNDP supported civil society organizations and did not take part directly in fact-checking.
Follow-up
- Conditions for replication
-
Electoral bodies must follow monitoring with action such as public rebuttals, media literacy and journalist training. Support must last beyond electoral periods, since such tools proved difficult to sustain or scale.
