What happened
URSSAF collects social security contributions in France and checks firms for undeclared work. From 2018 its national agency, the ACOSS, developed a tool for data mining. Cleaning and rebalancing the data took until 2023, so that the algorithm could learn to tell likely fraudulent firms from others. The tool, ARTIC, reached the URSSAF network in 2024. It scores each firm's risk of undeclared work from accumulated criteria and maps the firm's links to other entities. In a report of April 2026, the Cour des comptes found that reassessments from checks suggested by data mining at URSSAF Île-de-France rose ninefold between 2023 and 2024. In its chart, the amounts are €3.7 million in 2023 and €33.5 million in 2024. The regional office used data mining for only 8% to 10% of its checks. Inspectors whom the Cour met preferred to use the tool to confirm targets that they had already found locally.

Les montants de redressements issus de contrôles suggérés par le datamining ont été multipliés par neuf entre 2023 et 2024.

- Workflow
-
ARTIC scored firms' risk from criteria such as declaration frequency, wage inconsistencies and past disputes. It drew on monthly payroll declarations and on data from partners such as Tracfin and the tax services.
Follow-up
- Conditions for replication
-
Inspectors must take up the tool's suggestions when they choose checks. The training data must include compliant firms so that the algorithm learns to separate them from likely fraudulent ones.

Social contributions enforcement (undeclared work).
- Purpose
-
The ACOSS built ARTIC to score firms' risk of undeclared work and map their links to other entities, both for choosing checks and during investigations.
