Virginia’s Office of Regulatory Management commissioned a 2025 pilot of Vulcan’s AI-assisted regulatory analysis. Vulcan describes a system that maps legal provisions and drafts potential changes. VPM’s interviews with the company and the office’s director document a three-month, $150,000 contract and a process in which agencies review AI suggestions. VPM also distinguishes the state’s already-announced 25% regulatory reduction from the further reduction that officials intended AI to assist. The public reporting does not establish how much AI contributed to any economic savings. Researchers interviewed by VPM questioned whether reduced word or requirement counts demonstrated economic benefit. Statewide savings and housing-cost figures cannot establish money that Vulcan or AI saved. The date is the publication date of VPM’s report. [1] [2] [3]

Relation to AI

AI analyzes legal provisions and proposes changes for agency review. Earlier manual reform, policy choices, human review, and implementation are separate components. Their effects are not isolated.
