"account": "The OECD AI Incidents entry says Shanghai, with Huawei, launched an AI-powered digital twin in the Nanjing Building. It says the twin “detected a high-risk behavior (open window), alerted security, and enabled immediate intervention”. The anecdote appears in Eastday (reporter Xue Ningwei, 25 Feb 2021, via Sohu). During Spring Festival a customer on the third floor opened a window and held a phone out to photograph Nanjing Road. A guard arrived to stop it. Eastday says how the guard knew was “revealed at today's launch”, the “Shanghai city minimum management unit digital governance” release. It was held at the Huangpu District city operations center, hosted by Huawei Technologies per smartcity.team (1 Mar 2021). Jiefang Daily (7 May 2021, via GMW) retells the same window scene during the May Day holiday, naming guard Fan Tianyu. Banyuetan/Xinhua (reporter Zhou Lin, 6 Jul 2021, via The Paper) retells it during the Dragon Boat holiday with the same guard and wording. No single date can be fixed. The Cyberspace Administration of China repost (4 Mar 2021) phrases it conditionally (“if a visitor opens a window...”). The only witnessed detection was a Knews reporter's deliberate “open window” test at the launch. Huawei engineer Chen Tao also simulated smoking there for the camera algorithm. Both Knews and Jiefang Daily say a window-mounted sensor detected the opening and pushed an alert to the guard's wristband through the digital twin. The AI algorithms described (20-plus per Knews and Jiefang Daily, 50-plus per Eastday) run on the 170-plus cameras for smoking, crowd flow and bike parking. Jiefang Daily reports 995 door/window alerts from January to May 2021. It quotes an official that over 80% were triggered by visitors trying the IoT devices. The building is Huawei's flagship store. No harm occurred and no beneficiary is identifiable. The deployment itself is well documented (Huangpu District and Huawei, built January 2021; 17 device categories, 80-plus sensor sets, 170-plus cameras). No English-language report was found, and the China Central Television (CCTV-2) segment is not among the sources. The system's zhiding.cn copy is marked “industry-supplied copy”.",
